U.S. Army Brigadier General Carlos M. Caceres will be one of the keynote speakers at the 2025 Norwich University Peace and War Summit

The 6th Peace and War Summit, hosted by Norwich University, will comprehensively discuss the considerable challenges faced by Latin American countries. This year’s summit, Latin America in the 21st Century: Retreat or Progress?, will be held March 17 and 18 on campus at Norwich University. Brigadier General Carlos M. Caceres, a highly valued expert on the region, will be one of the featured speakers. He is a graduate of the National War College and holds a master’s degree in National Security Strategy.
While the U.S. has long maintained a dominant position in Latin America since the Monroe Doctrine was declared in 1823, China and Russia seek to enhance their political and economic influence throughout the region. With such realities in mind, the Peace and War Summit will thoroughly address the significant challenges that Latin American nations have faced through scholarly presentations and discussions. With a wealth of multifaceted experience and in-depth knowledge, BG Caceres brings invaluable insights, primarily concentrated on the region’s dynamics, from throughout his distinguished career.
BG Caceres, a native of Bayamon, Puerto Rico, earned his commission as a Regular Army Military Intelligence Officer from the University of Puerto Rico Reserve Officers’ Training Corps program in 1992. After completing the U.S. Army Military Intelligence Officers’ Basic Course in the summer of 1993, he served as the Chief of the U.S. Southern Command’s Peru and Ecuador Intelligence Analysis Team. From 1995 to 1996, he provided direct intelligence support to the Drug Enforcement Administration as the U.S. Embassy Quito, Ecuador, Tactical Analysis Team Chief.
His career has spanned the entire globe, but with a particular focus in Latin America. His assignments include the following: Military Intelligence Advisor to the Colombian Military during the early phases of the Plan-Colombia initiative; Detachment Commander U.S. Army Reserve Operations Group; Senior U.S. Military Intelligence Liaison Officer at Colombia’s Central Military Intelligence Command; Strategic Debriefer U.S. Embassy Bogota, Columbia; Commander Detachment-Iraq, U.S. Forces-Iraq; Deputy Commander U.S. Army Reserve Operations Group; Senior 2016 post-peace accord U.S. Military Advisor to the Colombian Military; Commander U.S. Army Operations Group; Commander National Intelligence Support Group; and Commander 1st Mission Support Command, U.S. Army Reserve Forces in Puerto Rico and U.S. Virgin Islands. In August 2023, BG Caceres became the Deputy Commanding General of the U.S. Army Intelligence and Security Command, Fort Belvoir, Virginia.
BG Caceres’ awards and decorations include the Legion of Merit (1 OLC), the Bronze Star Medal, the Global War on Terrorism Expeditionary Medal, the Meritorious Service Medal, the Joint Service Commendation Medal (1 OLC), the Army Commendation Medal, the Joint Service Achievement Medal, the Army Achievement Medal (2 OLC), the National Defense Service Medal, the Iraq Campaign Medal with two Campaign Stars, the Parachutist Badge, and the Knowlton Award.
